I don't live in Arizona but the DMV by me (northfield, summit county) is great and the people are sweethearts, very patient and recently when a moped that I got wasn't on their old approved list but I said it was on the new list, showed the list to them on my phone, they believed me, gave me the plate, redid the list and thanked me.
Never a line and if there is a line it moves very quickly, I have to say is one of the best DMV I ever went to.
I could go to a few close to me but I'll go out of my way to go there first .
Cops by me are hit and miss with the moped laws so I have to educate them when I get pulled over because they do not know what a moped is most times.
I get pulled over less if I use bike that has electric turn signals. Most of my bikes have turn signals now just because I don't have like getting pulled over and have to tell the cops I could use/used hands signals .
Recently the rear light was out on my wife's minivan so I told her when making a left turn just use hand signals, she did with a cop behind her so when She got pulled over and got a warning for her light being out the cop asked her "why she was poking her arm out of the window to the left when she was attempting the turn"? He had no clue!
