I think you mean bhp, or Brake Horse Power.

In this case, it makes the power of three horses at 6,000 revolutions per minute.

blah blah horsepower @ blah blah RPM don't mean the limit your engine can rev it just means that's the peak hp hits at that RPM point

So your engine with 3hp @ 6,000 on the dynamometer may go like 2.5 hp @ 6,500 rpm, 2 hp @ 7,000 rpm .

In other words your engine made the most horsepower at 6000 RPM any other RPM it made less horsepower.

Brake horsepower used to be what they put it on called a pony brake.

a pony break is a simple dynamometer
