Any one living in Virginia must get there Moped titled and tagged by July 1st. Not that big of a deal, if you don't have a bill of sale then obtain one (wink, wink), there is a form that needs to be stamped by a Notary Public to verify the bill of sale form VSA-12M http://www.dmv.virginia.gov/webdoc/pdf/VSA12m.pdf

This was done I read to help recover stolen mopeds just fill out this form. I bought mine in 1980 and have no idea where it is. They gave me the form got notarized today + tags for $30.25 in Va.

i realize this is rather nit-picky, but it Register and tag. which is why its super easy and only like $30

Well my guess is they have to go with the numbers that came with the bike. Why are people so negative, oh I forgot it is because your bikes don't run.
