My 2000 Tomos Sprint is not shifting into 2nd gear when it should. It red-lines for a while then shifts. It's delayed for around 10 seconds. What is causing this and how can I fix it?

Do you have the right level of fluid in your transmission? That can cause some odd behavior sometimes.
too much or too little?
Too much is generally what would cause a shifting problem.
Manual calls for 220cc's of Dexron type III ATF, but some folks prefer 10w30 Motor oil.
There's a level check screw on the side of the transmission, it's a large flathead, with a paper washer under it and easy enough to find.
