What is the best pipe for a motobecane 50v and is there a pipe that bolts on without effecting the kickstand or the pedals??

what is your build? for really mild builds a stock, gutted pipe does a lot
Stock old school cashew pipe is excellent for performance, next is the older blunderbuss with the ball silencer, last is the later blunderbuss. Derestricting any of those will give you decent performance and keep the pedals as well as keep the stock look.
Moby pipes (Currently) come in two flavors: Stock or stock-like, and 9000RPM crazy ripper french insanity.
MLM is designing a pipe that may or may not have been lost in a tear in the time-space continuum. Failing that, I'd suggest grabbing a https://www.treatland.tv/peugeot-103-polini-SPORT-performance-exhaust-pipe-p/peugeot-polini-pipe-200.0305.htm Or a vespa circuit, and making a header extension for your Moby. Tomahawk's 'superstock' Av10 moby uses a cut up polini pipe, and seems to rip on a stock cylinder no less.
There's some measurement you can do to determine where the pipe is going to hit and how much extra header length you need to add to bring a french pipe back down to 'Mere Mortal' RPMs.
It has 70cc kit and some race stuff what would you suggest for the Most acceleration of the line
Does the Doppler pipe for a mbk 50v 70cc kit bolt on without affecting the pedals or the kickstand??
Race stuff?
Preformance carb 70cc kit but looking for a good pipe
If you bolt up a doppler pipe, you're going to lose your pedals, center stand, and probably melt your engine on a 70cc setup.
Only because you said you consider a "Performance Carb and 70cc kit" "Race Stuff". If you want better performance off the line, get yourself a Varplus, throw all light weights in there, and rev right up to 6K before shifting.
A lot of people will argue with me. A lot of people will say that you can blast at 50 all day with your current setup on a stock pipe. Frankly, I'm just waiting for them to come along and tell me I'm wrong.
On a piston port 70cc Av7, you will first heat soak your entire engine, and then suffer all the other overheating symptoms if you grab an off the shelf pipe. Those are built for people racing AV10 50cc kits with insane exhaust port durations.
If you don't mind me asking however, Which 70cc kit are you running? Parma? '77s 45mm kit? airsal 47, or 45mm kit?
Parma kit
Do you mean this varplus http://www.malossistore.com.au/Prodotto.aspx?C=51+6798&Type=F&M&MM&Padre=66+6799.J0
Yes, That Varplus.
Honestly, between the Varplus and the Parma, you'll be fine without a pipe until you really really want to Rip. and that level of Rippage is expensive.
