Page 70,DMV driver licensing handbook says moped riders don't need to wear a helmet. This is a small loop hole in the system considing WV is very strict on motorcycle laws. Hope someone finds this usefull.

I live Northern WV in a small town called sistersville where I am the only mopeder around. Well my gurl friend has a moped too.
