The title is a piece of paper issued by the RMV/DMV used to transfer ownership.

If you don't have the title, then you may be able to take the VIN to an insurance company, and they can look it up to see if it's in the RMV/DMV database.
Really? I know some states do not require a title. most do. It is the certificate of ownership, like what you get with a car? How you register your moped?

can you afford the insurance its about 80 a year, i would really hate to hear you got into an accident uninsured and under aged with no license be smart about it and dont ruin your life work on the bike learn how to put it together and work on it till you get a license, then blast the hell out of it
In Pa, moped/motorcycle insurance policies do not
carry a medical rider, so all medical claims
roll over to your personal health insurance.
If you are in an accident on you on your ped
with another vehicle, and they are cited with
something(indicating fault) only then will their
insurance pay the medical(by reimbursement)
So without personal health insurance... Yeah,
you get the picture.
