I have been cleaning a 1974 (I think) Solex 3800 that was lent to me by a friend. There is a leather strap, about 5/8th of an inch wide, around the wheel hubs. There is a bigger one around the back hub and a smaller one on the front. They do not appear to be homemade and they look as though they were manufactured for the bike. Does anyone know what they are for? They are in pretty good shape but I did not remove them for fear that they would crack. I was thinking about putting some leather conditioner on them.

Not original from the Solex factory, but I see them on a lot of Ohio/Michigan Solexes....must have been a dealer that liked putting them on.

I've seen them on old schwinn bikes.

They are often called "hub shiners", they are usually leather or rubber. Its just an accessory that was once popular on bicycles. New leather ones are still available, and could be made easily if you were so inclined.
