I think brakes are on differnt sides. And you'll loose pedals on your puch. But you can easily switch these wheels.
gearing will be your biggest issue. this swap will not be fun!
Matt Decker in the casserollers did this with one of his bikes. He welded a tab for the brake plate in the rear. that's all he needed. As for gearing he is running a ZA50 so that was not un issue. He is also running foot pegs now.
You can put tomos mags on a puch, the stock sprocket will be too small (22t), but you can find a larger sprocket to work. You'll need to make a new brake tab. You will loose the function of your pedals since tomos wheels dont have a freewheel.
If you put puch spokes on a tomos you will need to make a new brake tab, and you will not be able to install a small enough sprocket to get the gearing right.
