Hey without a title, you just need a letter from the person who gave the ped to you and you can apply for a title. I've done it. You should also have the person write on there that they are giving you full rights for the moped. Have them sign and date it. It's a way to get a title on that issue.

Junkyard peds with bills of sales can get titles too. You just need the receipt! Keep that receipt!

Insurance. I got mine and it was something like $40 per year, but mine jumped to $50 because of my speeding tickets.
