i didn't know someone started this thread in may. i was lobbying against this law, ya know, back when it was still being discussed. very few people at the time stepped up and wrote letters or took part. i was at the general assembly meetings in annapolis, i lobbied senators in their offices. baltards organized an effort against it (maryland moped owners for amending SB 309, see that facebook page if you want to understand the final result of the law), and we got an amendment written that would have excluded mopeds from this scooter bill (written by the ORIGINAL author of the bill) and it was voted down, since the language was already there and most senators on the judicial proceedings committee still didn't understand the difference between scooters and mopeds. BUT we did get an amendment written and PASSED that greatly reduced the burden on mopeders - it re-wrote nearly the entire bill. from paying hundreds of dollars per year per bike, down to a very small amount, with a large grace period where we can title and sticker our bikes for low amounts. also there is a provision for lower insurance costs than were previously specified by the JPC. so, it goes into effect soon, deal with it. we did the best we could, when it was still possible to do so, and i think the result is as good as we could have hoped for, given the circumstances and the lack of moped community action.
