Try buy/sell forum? Maybe a surplus store, you prob will not be able to buy them new, but may be able to find something similar. Maybe a motorcycle wrecking yard, treats? Mopedjunkyard.com?
I've seen similar plugs used to plug up other stuff, so I don't think they're just for brakes.

You can get them at a hardware store but they may be black or chrome and not red.
you went to a hardware store and asked for the little red plugs for moped brakes? they probably thought you were nuts!
here buy these then sell the rest for a buck fifty and use the 50 cents for stamp and envelope so you will make a buck on each cap
