<HTML>I do not believe they do, the Tomos golden bullet TT-LX did not, and that is a very similar, if not near-identical, model to the Targa.
You can, however, remove the exhaust baffle, that'll improve performance a wee bit, or even better - buy a Bi-Turbo exhaust, which will do more for it.
Larger carbs should be relatively easy to find as well.
