That is the bane of the single speed moped. You sometimes have to pedal on steeper hills. Don't force your engine on steep slopes or anytime it seems to labor. The engine can sieze. Back off the throttle slightly and continue. If you slow down to the point where you can pedal, you will have to.

The Kinetic Magnum with the variator drive would handle the hills with no problem.
