Stupid question, do i need a special tool put a new chain on my moped?

You shouldn't need anything special...to my knowledge. What I would like to know is how to shorten a chain by taking off some links...

There's supposedly a special tool for this, but I've never used it...

I just find the master link, dismount it properly, and bust out however many links I need to by hand.

Be advised that this kinda slack in your chain might mean excessive sprocket wear, and if they look unduly worn, you might think about replacing them.

No and yes. No, you don't need any special tools to mount a chain if it's the correct length. Yes, you need a chain breaker to break links out of it, if it's too long, or you want to add a small section to lengthen it. Go to a motorcycle shop and buy one, don't screw around with grinders and punches trying to get the links apart. Once you use one, you'll wonder how you ever got along without it.
