The horn is an ac powered unit cosisting of an electromagnet and a steel diaphragm. Some previous posts described cleaning the area behind the guard or even drilling out the rivets and cleaning out the inside. The only other possibility is to make sure all the connections are good and the button makes good contact.

One more...take voice lessons. : )
