You might consider a Vespa Grande. It is has a long seat with factory rear foot pegs and can carry a gross weight of 440 lbs. It hits about 30 MPH on the flat with me and my friend. I weigh 170 and she weighs 140.
I bought mine from a place in California a couple of years ago and it is a great bike, starts first kick every time.
