i have a Puch Newport '78 that i just bought for $75, Obviously this will need some work on it, but i have no knowledge of Mopeds.....
Is there a owners/repair manual out there?

You can order a used Haynes manual for Puch at www.amazon.com. Go to books and do a search for Puch Haynes.
