I'm sorry, I am a scooter person. I own a vintage vespa (125cc), and no it doesn't have pedals :p
Here in Michigan they say the Vino is a moped, since it has a 49cc engine, and only goes 30 mph.
The state gov't doesn't care about pedals:
"A moped is a two- or three-wheeled vehicle with a motor which has no more than 50cc piston displacement producing two brake horsepower or less. The moped must have a power drive system that does not require shifting gears and cannot have a top speed exceeding 30 mph on level surfaces."
Anything OVER 50ccs that goes OVER 30 mph is considered a motorcycle for licencing and registration purposes. Scooters don't even factor into the equation. So I have to have a damn motorcycle license to scoot around!!
Anyway, the first time i saw the Vino, I couldn't believe my eyes. It is a very sweet little thing... but a very obvious rip off of a vintage Vespa Primavera. It's just Yamaha's way of jumping on the retro scooter/moped bandwagon.....
It looks like a scoot, it sounds like a scoot, BUT it's not a scoot....
