Its been my experience that it has more to do with the adjustments, idle speed, mixture, and such on the carb. Sorry with out seeing it I cant really help much more than that

No there is no Gov. Read Fred's Book. It is most likely plugged exhaust, or you may need change the main jet, I had to go to an 80.

i have the exact same moped as you and i have the same problem, when i first baught the ped it did about 28-29 and know it hardly does 20mph, just wondering if any one knew any thing else thet could be the problem thanks,

Hey Jake and Will ! Do what MADDOG said and go to the forum on that web site! I just saw where a Honda NC 50,I think, HAS a governor and the post on the forum tells what to look for.But I still don't know if you have a governor or not,for sure.BYE!
it does have a governor take off the cover marked in the pic and and the FRONT PULLY and the plate bolted on the pully take it off.
and it still runs like crap

are you positive? I dont really want to mess it (my moped) up, ive had that cover before and some gears and its tuff to get it back together. Well i guess ill try it any way THanks

I took the kick start off my moped and i need to know how to line the gears up properly.

Install the kick pedal by aligning its punch mark with the punch mark of the spindle.
Tighten the pedal pinch bolt
Tighten the crankcase cover bolts while pushing and holding the starter pedal down 15 degrees or more.
