Maybe try finding a motorcycle junkyard that will buy it from you for $5.00 and sell it back to you for $25.00. You'd have a "salvage" title then.
I'm not sure on the details, but some people I have talked to use that method for getting some sort of a title on a moped, car, or motorcycle.
