Im not an expert about scooters or mopeds at all, but just a stab in the dark maybe its a hobbit, they looked like scooters and i think some of them had pedals like a moped but a bellie like a scooter, so look for hobbits on the net and see if it looks like yours, you could also try a honda dealership.
Thats my best guess about the subject, as for the year and the numbers I have no clue.

Define "scoot". I have a Honda ID book but this is an insufficient description.
Also, verify the engine number and look on the steering head for a frame number.

i think i kinda figured it,it seems that honda made a c102 seris between 60-63 or 65 and the pictures matched mine,but maybe you can tell me exacte year:frame#-CL102-b014119 and engine#-cl102e-39396 (oh i mean scooter)thanks for time

According to my Honda motorcycle ID guide, Honda did not make scooters til the early 1980's. I can find no reference to a CL102----- even though your C102 matches the pictures? What pics, where and is it really a scooter?

The best reference I can find is for a C102 Super Cub, sold from 60 to 62.
Frame numbers C102-100001~, Engine C102E-100001~.
Colors: Scarlet Red/White
White
Blue/White
Black/White
Electric and Kick start.
There is also a CA102 Honda 50 from 62-69, same colors and specs with a CA prefix on the numbers.
The CL prefix usually designates a "high pipe" version of the same bike. My book only shows models distributed by Honda of America so you may have a bike that was only sold overseas.
These older Hondas are quite sought after so try to find out what you have, it could be worth more than you would think.
By the way, your frame seems like an early number while your engine number is much bigger. You could have had an engine replacement at some time or they shared engines with another model.
