Of course harley made/makes mopeds! The first harley davidson cycle WAS a moped. For example look up specifically the Spirit of 1903 Harley. The last couple years various sources have done rebuilds and remakes. It was one of the features in I believe the April 2000 issue of Easyriders. Look thru the pictures on this site and you'll find a couple of harley mopeds.

AMF made some mopeds (they were partnered/something with harley for a while, tho from what i have heard, hardcore harely folks dont consider AMF harelys to be harleys).
AMF made the roadmaster series. one, in my opinion was garbage, it had a direct drive engine in the back, the other however, had a minarelli V1 chaindrive, with was a far superior engine. The latter of the two is a decent, but rather poorly made bike. the frames seem to develop a crach on the luggage rack near the shock. nothing disabling, but still not great.
