Why do you suspect it has a govenor?Mopeds are built to legally run 20,25 and 30 MPH,depending in what state you ride it in
on puch mopeds they limit the speed
a number of ways
first is by main jet size in the carb
bigger jets can be had at toronto moped
or any place that carries puch stuff
try a 62 up to a 65 main jet , i think
second, they may be a constriction in the
carb where it hooks up to the barrel
it may be rubber or metal
third, there may be a metal part that keeps
the slide from completely opening up
it would be between the top of the throttle
return spring in the carb and the top of
the carb above the slide, the round thing
that goes up and down in the carb
i may have a specifications sheet and an
owners manuel for that model

it for 4 or 5 dollars.
