Definitely illegal... unless of course they were non-functional.. even then you would be pulled over by every cop that saw you.

I'd do it, of course..for legal reasons they would not be functional (hehehe)....but imagine the look on the face of the dude behind you, while yer waiting to make a SAFE left turn, and he decides to hammer his horn and cuss at you....and those barrells begin to spin as you glare over your shoulder.
That should shut him up, if he has any sense....
I despise folks like that, really I do.
