The Rebel Rousers Moped Club was founded in 2011 in Richmond, Virginia by Kevin Kelley, Thomas Chisholm and Ashley Saldivar. After Kevin’s untimely passing in 2012, Thomas, Ashley, and a few other members have since carried on with the Rebel Rousers in Kevin’s honor.

Over the years, the Rebels have become a staple in the Richmond moped community. They warmly welcome and educate new and unaffiliated riders, often lead Moped Monday rides in Richmond, organize many different meet-ups and rides throughout the year, and host a yearly mini-rally in February/March called the Rebel Rousers Ride-N-Chatter that unofficially kicks off the rally season for the year.

The Rebels are vibrant and active members not only in the moped community, but also with the local scooter and motorcycle communities and are warmly welcomed to their organized rides (and vice versa). The Rebels are considered to be honorary members of the Seven Hills Scooter Club and were honored with being given their exclusive club coin. Additionally, the Rebels were featured in a moped documentary called “F#ck Your Car, Ride a Moped.” (

The Rebels have an established membership process with enforced guidelines, mandatory meetings, and monthly dues for members and prospects.
