Batavus Mobat with new carb, reed block, and pipe still tops out at 26mph

I got this 77 Mobat back in April. It was all stock and ran. At the time it probably topped out right around 25mph with zero mods, but a good going through.

Once I got it, I started doing my research. I read pretty much everything on this site and forum about the M48 Engine, and possible Batavus mods and improvements.

So, over the past few months it's been slow going, but I finally have it up and running again. I know I should have done the upgrades incrementally instead of all at once, but live and learn.

It's the Laura M48 Engine. I upgraded the carb to a Delorto SHA 15.15 and used the modified intake. I also bought a hi-flow air filter, but it turns out it doesn't fit in the space provided, so that's running the stock filter for that carb. I did the reed block modification so that's been opened up and now has the carbon reeds.

Finally, I put on a Proma GP chamber on there. This is the one spot that I'm thinking the trouble might be coming from, but I'm not sure. At the time, treats only had the 32mm chamber, and I was impatient, and after doing research, I thought I could just get a bushing made, or make it work with a pipe clamp. Little did I realize that my header pipe which I am using, is actually 22mm, not 26mm like I thought it was. So there is a 10mm difference in the header and chamber. I'm currently using a pipe clamp and some rubber as a bushing to make up for the difference. It fits pretty tight, and the chamber is supported in the back, so it's not going anywhere, but there is definitely air leak from around the chamber and header connection. Is that air leak enough to hurt my over all power? Or is the 22mm stock header keeping me back, or neither?

I also upjetted to a 68. Anything below and it died when trying to start from a standstill.

So I guess my question is, how come after all these mods, I'm still not getting any more power out of the thing? I know I probably need more compression because of the mods, and that's why the low end sucks, but I just don't have the resources to do that mod yet. There is also the clutch mod that I haven't done yet. So yeah. I know it's long winded, but any thoughts or tips would be appreciated.
