sluggish peugeot

i had a thread a while ago about my kitted TSE doing 50+ but taking like 2 mins of straightaway to get there and it would never get pass 25 on any uphill.
well i found out that these clutch shoes were broken (pic)

im trying to figure out how do these work?
i understand how they work for starting but they must also be engaged to turn the variator? if one was broken could the variator be slipping on the shaft? is this why im going so slow on my low end? what do the balls do and how do they work? how do the plates that are attached to the balls push on the shoes? i modded the clutch to 3 balls, what does that do? is it good or bad for kits?

so if you got a shoe (or shoes because im not sure if they are both the same) to sell get at me on my email.
