Moped Army

First time going out today with this kit, attempting to tune it on an empty country road.

Modesto, Ca. 92ft Above sea level

Setup:
64cc Polini (ports matched to the case, nothing more)
E50 Super Stuffy Crank + new seals.
Malossi 4 Petal.
Stock 2 shoe Clutch.
Boss Pipe.
19 PHBG Dellorto Carb.

First off:
back wheel spins fast after it's warmed up, so i cant get it to idle slow or else it will die out, (no air leaks, triple checked with carb cleaner, doesn't bogg at all) also adjusted my slide cable tension, still nothing...

I'm assuming polini's don't idle on the stand at all?

so my first test run:
125 main
45 idle
2 stroke atomizer with the disk on it
w7 needle at the 2nd from leanest

sputters half throttle, but can pick up speed quarter throttle fast, nothing more..
plug chop was grey

2nd test run:
115 main
50 idle
2nd notch

sputters half throttle
plug chop was still lean

3rd test run:
125 main
50 idle
3rd notch needle

sputters at quarter throttle...

I can't seem it figure this out, I've did more tests, plug ends up being black & dry or grey & dry. cant get to that brown color.

but when i was packing the bike up, i let all the fuel out the tank then rode the bike around till it ate up the rest of the gas in the carb, died, then plug chopped that just to see and it was wet and dark..

any help? or similarity's i can copy just to start off my tunning with?
