Moped Army

Hey guys,
I am having trouble tuning my newly kitted minarelli v1 and have looked at the spreadsheets, old post, and done some reading so I would not have to ask in a new post, but I have hit a dead end and need your expert help.

Set up:
Minarelli V1 kitted with polini 75cc
not case matched
EV Turbo Pipe
19mm intake
19mm PHBG carb
Jets Currently:
Main: 102
Starter: 60
Idle: 35
Needle: Second from the top
Unipod air filter

Here's the problem. I can get it to start and idle fine, but the plug comes out looking wet and oily black. So I downed jetted my idle first from 45 to 42 to 38 then to 35. With all those idle changes the plug still looks that same: wet, black, and oily. Also, I believe its four stroking at idle because the sound is very poppy. When I ride it the sound goes from very poppy and loud to "zzzz" like a normal two stroke at about 1/4 throttle. This leads me to believe the needle and main jet are ok. Do you think the wet plug is just from too much oil in my mixture (1:45)? Or I am still too rich in my idle jet? Is the poppy nature four stroking or just my pipe?
