Socket headed cap screw / bolt is another way of saying allen head bolt. The "socket" refers to the hex indentation in it.

Anyway the problem with welding better is that the stud was not budging in the hole but just bending. I am afraid a better weld will just allow me to break the stud in half.

What I ended up doing was just using the studs, by squishing the pipe slightly in a vise to give some clearance.
