A 19mm W/8 , sounds like you need a W/7 up jet and Raise your EX port .5mm to 1mm to lower blow down presser / raise power band 300 to 600 RPM / dump more heat and presser in the pipe.
My guess on a 70cc 19mm ID stinger length is 7 5/8" to 6 1/2 depending on EX port timing.
