An exhaust and a high compression head and a hi flow airfilter will easily get you to 30-35 depending on how much you weigh and and if you jet it right.
If you don't have much welding experience it would probably be best to have someone do it. You can cut and grind the two pieces (the header off of the stock pipe and the expansion chamber off of the pocket bike pipe) to fit right yourself. It is important that you not make your header, the distance between your cylinder and your chamber, too long.
You can either grind down your stock cylinder head or get a head off of a spree, or whatever they called it in not america.
