Replacing the reeds allows more flow in and less backflow. It's definitely a good idea, but changing the carb and exhaust would be easier, though probably more expensive. You'll want to read up on general tuning in the wiki, specifically trying to get the plug the right color - i.e. right air/fuel mix.
I would reccomend getting a free flowing air filter, new exhaust and an upjet to let more fuel-air mix into the engine for a real boost to power.
also to just change top speed you can change gears for higher top speed or put on a larger rear wheel. I haven't tried with the express but if you know folks with old mopeds its not unlikely that other wheels can be modified easily to fit on this bike.
anyhow, read this and know it as it applies to every 2 stroke engine out there and will help you get the most out of it.
