Ben, there are a couple of companies I have come across in my adventures that do that, label their performance kits 49cc.
Its for countries where they break balls on scooter/moped kids. That way when the pig goes to look at the cylinder it says 49cc and unless they want to tear the thing apart on the side of the road thats that.
I wish I could remember the names of the companies that do this. There are a few.
Also notice that this kit is only 44mm and most hobbit kits are 46mm, the malossi a mere 45.5 and the Athena something ridiculously awesome.
This is really cool shit for a first time tuner. You can get a whole project built for like 200 dollars if you get a cheap starting bike. 300 if you want to go above the basics and get paint and tires and brakes,
