I would say that jetting sounds too low.
I never ran a 15 on an express, but I believe my 16 mikuni I ran for a while had a 70 something. The jet in my 19 phbg on my express is in the 90s I think.
Its always better to start bigger on the jets and go smaller until you stop four stroking.
Other than that it sounds like a good set up. It should do 40 something if you get it jetted right.
Also, I would go ahead and replace your brake pads and make sure your drums look good. At the very least go in there and rough up the pads with sand paper and brake cleaner spray. As cool as expresses are, their brakes are meant for like 25-30mph tops. Be aware that you WILL need to use your flintstone brakes once in a while.
Reeds are not a huge must on most bikes. However, hondas of this era have just terrible reeds. They just don't seal well. If you ever see the stock airboxes on old expresses, they have big brown shit looking stains. This is from gas being vomited on the inside of the air box because the reeds don't seal right. Still its not crucial, just more important that most bikes.
Reeds and higher compression don't generally give you much more top end, maybe 1 or 2 mph each, but they are both super cheap so its a why not kind of thing.
