It looks like a CMR kit, sometimes called a Char Mo racing.
I hopped up an express this year. Its a pretty cheap build and you can top out at like 45ish with maybe 300 dollars total assuming you didn't pay much for your bike.
Also upper 40s on an express is a religious experience.
Get fresh brake pads and make sure your flintstone brakes are in good shape.
