The dyno sheet on page four of that story is a comparison of with vs. without "single ring ringland ports". The red line vs. the blue line, steady power increase across the entire power range!!! A sort of crappy picture of the piston with ring land ports is also on that page.
The motor in the story is a 60cc kitty cat motor making 22hp. The 28mm carb is bored to 29mm. The basic motor design is a 70's old school piston ported deal. Just about any moped motor could be modded to have simular results.
