Here's what you really have to ask yourself. First: How much do I want to learn about my bike? If you want to learn the most you can then start off modifying the stock parts you have (Stock pipe 3 holes mod above etc...) and replacing the gaskets and so fourth until you have a stock moped that can go as fast as it can go without some help. Another approach to take to this would be to start upgrading it but simply buy one upgrade at a time to understand what each part does to the bike. Start with a pipe (Which you really should get a maxi cylinder since it will switch out perfect and you won't have pipe issues because of the flat port) and rejet your carb for that pipe and really understand what you just did by adding the pipe and why you had to rejet for it, etc... The last option would be to use that money you have and buy a kit, carb, pipe, high compression head, performance clutch, etc... and do it all at once. But then you lose the chance of getting to know your bike thoroughly through multiple build times v.s. one big jump over a learning curve putting all those parts on at once. And even then you have to ask yourself if you have the mechanical knowledge at this point in time to even consider that one big build. All in all if I were you I would just buy one upgrade at a time and get the best of both worlds.
