its not about how fast the bike goes on a dyno they r purely for tuning and measuring hp, not top speed. so the speed is really irrelevant but for the most part those bikes tested have gpsed at almost that same top speeds on the street so it still is pretty accurate even tho there is no rider, wind etc.

o and yeah fucking common 16 hp....What!, an 8 hp moped is a ported out 70 kit polini case av10 moby running an 24 mikuni, vforce reeds, and a doppler pipe+ tranny.
