I think we also learned that the extent a kit made for "mopeds" is designed to take a bike is 8 maybe 9 hp with a few exceptions. 80 metras and other kits designed for Mofas or larger bikes will make more hp on a big setup, then there are even more impressive kits for scooters and such that as you saw took a za50 to 16 hp.
I'd say around 8 hp or 9 hp would be the fastest bikes ppl typically see at rallies. however on the track 10, 11, 12, 13, 14 + hp is probably what the fastest machines are making. But peak HP means nothing in a race if you can't stay in the powerband, so a variated bike with a nice wide powerband with less hp that peaks and stays there will always dust a non variated bike that is constantly jumping in and out of its powerband with more hp.
The other thing to note is power to weight ratio, I think thats uber important when we are dealing with such low hp outputs.
