Moped Army

so just bought this 1978 Garelli Gransport LTD here is the problem is was sitting for a few years and hadlt been run in a long time when i got it their wasnt a problem pedels moved buttons works except nothing else did not i went and was going to ride it to the shop for the first time to get gas in it i sat on it determined to figure it out put my foot on the pedel and pedel doesnt want to move it goes backwards but not forward so that the first problem to start with once that is fixed what type of gas oil mix do i use for it i dont know what im doing with this bike on how to fix it i just know i want to fix it im willing to learn and do whatever
