Need info on Hobbit variator

Rebuilt a 1980 PAII with 4800 miles sitting for 10 years with broken crankshaft and scored cylinder. Put on a 70cc mod kit, used crankshaft, and new carb. Engine runs great and proud of myself, but now having trouble with belt drive variator and can't find info on how to troubleshoot/fix it.

Finally figured out that the belt slips on the front variator when trying to start because the maximum gap between the pulley surfaces is too wide. Got it grabbing by putting a 1/16 O-ring shim under the variator ramp plate to narrow the maximum gap. But I know this is not a durable fix. The variator does shift but I think the shim is buggering up the top end.

I see the article on how to mod the variator, but I need more basic help.
Is my variator worn out? Is my belt worn out?
How are the weights and retainer clips supposed to fit?
Where can I get parts?
Any advice?
