What's wrong with my moped?!

Hi. I'm having a real hard time trying to figure out how to fix my moped.
It starts up fine and does well until I get to wot, then it bogs down and eventually shuts off. Does this sound like the condenser needs to be replaced and is there any way to check that? What's going on, help!!
