Moped Army

I got this ped for free. My buddy saved it from the dumpster. I'm not sure of everything since it's still in my van and I've hanen't had a chance to fully check it out, but so far I need a gas tank, intake, carb. it looks as if the side cover was removed and parts were taken from there...I couldn't turn the engine over so probably a piston rings etc. Did this bike come with a decomp valve cause that assembly appears to be missing too. I'm probably better off to customize this ride, but I want to use the engine since it's got a lot of style.
