the way the brake light should work is that there are 2 coils in the brakelight bulb. one of them gets power when the lights are normally on, and the other gets power only when the brakes are activated.
My only thought is that your wires are backwards, so the brighter brake light is on when the normal tail light should be and vice versa.
There should be 2 wires coming out of the tail light. If there are 3 one is the ground. Try switching the 2 wires and that should fix your problem.
