Decompression switch

I disassembled the whole decompression system on my 1976 Motobecane 50v. Now I think im not getting enough compression because it takes forever to start up. Also my fly wheel isnt catching. How can I fix this ? Should I put the assembly back togather or keep it disassembled ? Please help me, and thanks in advance.
