If you hadn't tried pulling the clutch directly at the clutch cover, your symptoms sound like a stretched-out cable, or a slipping cable set screw on the hand controls.
Probably the only way to prove it's the fluid and a ruined clutch rubber is to get it started somehow and then see if the clutch engages on its own. If it does, you know it's in the start engagement assembly and not the clutch rubber. Or you could borrow somebodies rubber.
