with the cable un/hooked does it move free? The cable may be unraveling in the shielding or cable housing? and causing it to bind. And on the oily they are both oil just one is made different does not have the detergent in to clean as it goes so you will have to get 30 w Non detergent go to your local NAPA or auto store and ask for it. it common mainly small motors and mower use it.
