Chain Oil

I have a tomos targa lx and the chain is always covered in oil and it sprays my whole wheel and leaks on the ground. I heard that this could be caused by the tranny leaking at the sprocket. I have not oiled my chain in a few months so it cant be that. If you have any ideas that would be great.
